Centrum Biblioteczno Kulturalne to budynek zlokalizowany we Wrocławiu w miejscu dawnego kina Fama przy niewielkim placu miejskim na styku komunikacji pieszej, rowerowej i kołowej. Ta niewielka przestrzeń publiczna placu została otwarta na wewnętrzny wielopoziomowy dziedziniec biblioteki. W miejscu transparentnej, szklanej przegrody, między zewnętrzną częścią placu a wewnętrznym dziedzińcem biblioteki zlokalizowano zewnętrzne windy, przez co przestrzeń przed biblioteką i w jej wnętrzu stała się jeszcze mocniej zintegrowana, trójwymiarowa, bardziej dynamiczna. W aktywny sposób koresponduje z historycznym obiektem sakralnym zlokalizowanym po przeciwnej stronie.
Układ funkcjonalny budynku został zorganizowany na zasadzie trójwymiarowej logicznej układanki. W ten sposób udało się zoptymalizować przestrzeń obiektu, również nadając jej trójwymiarowej konotacji. Rampa zjazdowa do garażu podziemnego tworzy swoją strukturą przestrzenną rampę biblioteki a ta z kolei harmonizuje się z kształtem audytorium. Ostatnia kondygnacja mieści wielofunkcyjne przestrzenie, które mogą być w różny sposób adoptowane do aktualnych potrzeb.
Fasada budynku to kolorystyczna mozaika barw malowniczej okolicy obiektu zlokalizowanego w małomiasteczkowej, historycznej dzielnicy Psie Pole.
